Solution:
Vehicle has missing VIN plate but VIN is on title/registration and partial VIN is stamped on transmission. Original engine is gone so no partial VIN available there. At least for these 1967 and 1969 Chevelles it appears the original vehicle identification number was issued.  Owner must complete form VTR-68-A then take car to county sheriff so he can verify the information. If positive VIN cannot be established on the car, a new VIN will be issued.
