Solution:
Unable to confirm procedure for obtaining a new VIN plate but, at least for this 1970 Chevelle, the vehicle identification number issued included the series/body style (13637) the final assembly plant identification, and what appears to be the original sequence number.

Anyone with detailed information from the California DOT to obtain a state-issued VIN, please contact me.
